Minutes for the Council Session on this 208th Day of Second Exodus

 

Present: Cpt. Katsuga Morran, Cpt. Nicteus Phileman, Cpt. Priam Teucer, Cpt. Nestra Duvali, Maj. Eddard Stanton, Cpt. Catius Mallow, Nicholai Crane, Althea Ward, Cpt. Krysten Furyk, Lt Jena Dorian, Commander Alexander Darius

1). Nominations for Elections:
Nicholai Crane was nominated by Priam Teucer and seconded by Catius Mallow
Althea Ward was nominated by Eddard Stanton and seconded by Nicteus Philemon
There will be 48 hours time in which further nominations, or challenges to existing nominations, may take place.

2). The issue of Cylon Rights was brought by Priestess Farrawut Intendra. The motion as voted on was 'The extension of basic human rights to Human-Cylon prisoners of war.'
The motions was carried with a ratio of 4-3-1 (For-Against-Abstain).

I have done some digging through the Articles of Colonisation and have found the following definition of 'basic human rights', along with the following caveat:

"Colonial conventions class the right to life, the right to be free from slavery, the right to be free from torture and the right to be free from retroactive application of penal laws."

However, following the civil disturbances in the (First) Cylon War, the articles were amended to "recognise that human rights can be limited or even pushed aside during times of national emergency - although the emergency must be acutal, affect the whole population and the threat must be to the very existence of the colony. The declaration of such an emergency must also be a last resort and a tempororay measure."

This may be one for the justice commission to argue out...

3). It was mentioned under AOB that both Mr Crane and Ms Ward are legally fugitives from justice, following their involvement in the Tauron Labour Dispute just prior to the attacks. The council expressed no intention to investigate this matter.

4). There was a vote as to whether a general amnesty should be issued to the fleet. The motion was not carried by a ratio of 2-4-2.

5). Following the revelation in 3)., and their status as candidates for election, Mr Crane and Ms Ward have withdrawn from the Justice Commission, and are to be replaced by Captain Philemon and Priestess Intendra, who will join Captain Mallow and myself.
